[t13] PIO Mode 0-2 question

It appears that between ATA-4 and ATA-5 PIO modes 0-2 where made obsolete. The proposal to do this seems to be e00116 by Stevens but I can not download a version that is not corrupt from T13. I assume this same proposal makes PIO mode 3 the default setting for a disk drive (that conform to ATA-5 or above) after a power-on or after a reset. Can someone enlighten me please?
