No, because there is no such thing as a 16-bit only ATA interface.

There are 16-bit only PCMCIA interfaces that result in pairs of 8-bit ATA
registers being accessed at the same time. Defining the NOP command to
always give ERR=1 ABRT=1 is all that is needed by PCMCIA PC Card ATA and
CF devices that must operate with a 16-bit only PCMCIA interface.

Other issues having to do with how NOP is defined and/or used as part of
the O/Q feature set and with ADMA style host controllers is unrelated to
the PCMCIA interface issue.
