INCITS has recently revised their rules, which are published in Reference Document 2 (RD-2). This document is available on the INCITS web site at:

One significant change is that the two-thirds rule has changed as follows:

4.4.2.2 2/3 Voting Rule

The 2/3 voting rule is defined as:
  • approval by at least 2/3 of those voting YES or NO, and
  • approval by a majority of the voting membership. That is the threshold is not affected by the number of members present at the meeting for a meeting
The change is that abstentions are no longer subtracted from the second part of this rule.
