>ostaggi, poi altri 38 (militari e civili).
>Africana e dalle Nazione Unite.
>----------------------------------------------------------------
>
>In Darfur, a new development took the international observers by surprise
>on
>Sunday, as members of an African Union patrol were abducted by rebel forces
>(the Sudan Liberation Army/Movement) in the embattled region. This came
>after an ambush this weekend, in which three soldiers of the Union's peace
>corps were killed (all Nigerian), as well as two civil workers (two other
>are still missing). This event marks the first time that the organization's
>personnel is targeted by the rebel groups, thus considering it as an enemy
>force, as opposed to an independent third-party. The African Union Mission
>in Sudan (AMIS) is a 6300-strong peace corps whose purpose is to protect
>civilian populations and report cease-fire violations.
>As the events unfolded the situation remained confused, as first 18, then
>38
>UA personnel (military and civilian) were reported to have been taken
>hostage. It appeared later that a rescue team, sent to set free the
>hostages, was itself abducted, thus making the number rise.
>The killings, and thereafter the abduction, were firmly condemned by the
>AU
>and by the UN.
>On Monday, almost all hostages were set free, but the event will surely
have
>a negative impact on the -already fragile- peace process.
>

>5. ELECTION IN POLAND
>************************
>On Sunday, the 9th of October we had a presidential election in Poland.
>The turnout as usually was low and in the first it totalled 49,56%, so it
>means that more than half of Polish society stayed at home...
>Lech Walesa in one of the interviews said, that now he does not know what
>he
>was fighting for given that Poles do not behave like a people in democratic
>country.
>To win in the first turn the candidate needed to have more then a half of
>all votes and this time none of candidates received sufficient number of
>votes.
>Donald Tusk, the candidate of Platforma Obywatelska received 36,33%, so
he
>won the first turn and in the second which will be in two weeks he will
have
>to run with Lech Kaczynski who had 33,10%. Poles will choose between
>rightwing (Tusk) and ultra rightwing (Kaczynski) candidates.
>Straw polls which was made by "Gazeta Wyborcza", the most important polish
>daily, says that Dobald Tuska has more chances in the second turn.
>It seems that these two next weeks will continue the competition between
>the
>two candidates, because well before we know that one of them win and the
>other candidate does not have any chances.
>Generally speaking, Polish political scene is a big mess, after
>parliamentary election, which was almost a month ago, parties who won cannot
>reach an agreement and create new government and pick out new prime
>minister. Probably the final decision will take after second turn of
>presidential election.
>So on one hand people do not vote but on the other they can be disappointed
>and frustrated.

>6. PROGRAMMA LIFE
>*************************
>milioni. Dal 2006, dieci Paesi (Bangladesh, Egitto, Haiti, Mali, Marocco,
>Niger, Nigeria, Pakistan, Senegal, Yemen) saranno i primi a sperimentare
>----------------------------------------------------------------------
>On the 6th of October was launched the LIFE program (Literacy for
>Empowerment) by the UNESCO. Its objective is to cut the worldwide illiteracy
>by half by 2015. Today, an estimated 771 million adults cannot read, mostly
>women and girls, and an additional 103 million children have no access
>whatsoever to education. About 85 % of all the illiterate persons live in
>34
>countries (among which 21 African countries). This program will focus on
>countries where the illiteracy rate is above 50 % or where the illiterate
>population is of 10 million. Starting from 2006, ten countries (Bangladesh,
>Egypt, Haiti, Mali, Morocco, Niger, Nigeria, Pakistan, Senegal, Yemen) will
>be the first to experience the program, followed by two other groups in
2008
>and 2010.
>In order to respond to each country's needs, the program will stress
>cooperation, with the objective of co-developing programs that fully take
>in
>account local social and cultural characteristics and that involves local
>actors, in an effort to reach self-reliance. A special emphasis will also
>be
>put on South to South cooperation.

>7. ANCORA PROFUGHI IN CIAD E NELLA REPUBBLICA CENTRO-AFRICANA
>************************************************************************
>Commision for Refugees), dopo quella del 1999-2001. All'epoca, questi
>in corso.
>violenza.
>---------------------------------------------------------------------
>The repatriation of Chadian refugees from northern Central Africa has
>started and should go on until the end of October, and it concerns about
>1500 persons. This is the second repatriation operation conducted by the
>High Commission for Refugees, after the one that took place from 1999 to
>2001. These refugees had decided to remain in the Central African Republic,
>but increasing violence has now spurred them to go back home. The journey,
>already affected by the violence taking place in the northern regions, is
>made even more difficult by the rainy season.
>On the other hand, the repatriation of central African refugees form Chad
>has been disrupted by the above-mentioned violence that have been taking
>place in the area of Markounda. This town, who used to have 15,000
>inhabitants, has seen its population shrink down to a thousand due to three
>years of violence.

>8. CEUTA E MELLILA E LA PATTUMIERA DELL'EUROPA
>*****************************************************
>sparando, uccidendone 6 e ferendo molti altri. In queste ultime settimane
>a
>e
>preoccupa solo Rabat e Madrid.
>----------------------------------------------------
>The Spanish enclave of Melilla (the last remain of Spanish presence in
>Africa, alongside Ceuta, in northern Morocco) has once again made the
>front-page because of immigrants trying to reach European soil. Last week,
>an important number of African immigrants tried to enter the enclave,
>resulting in the Moroccan police opening fire on them. 6 were killed, and
>many others injured, raising the death toll of these last weeks to eleven.
>The aftermath of these events has been the repatriation of numerous
>"sub-Saharan" immigrants to their country of origin, especially Senegal
and
>Mali. Flights have been chartered from Oudja (South Morocco) this Monday,
>and about 1000 illegal immigrants will be sent back home. These operations
>have been supervised by top officials from both countries.
>Others have been less fortunate. About 70 Guinean immigrants are unaccounted
>for, and hundreds of immigrants had been abandoned in the desert border
>regions last week, with no food or water. According to Medecins Sans
>Frontieres, about 500 of them were led to the Algerian border last week,
>and
>28 coaches were transporting around 1000 immigrants to an unknown
>destination these days. The Moroccan authorities refuted these assertions,
>saying that there were 6 coaches bringing about 300 of them to the
>south-west. The fear is what will happen of them once they get there.
>The reaction to these events have been strong, especially on Moroccan soil,
>who does not have the necessary infrastructure to bear with the
>ever-increasing flow of clandestine immigrants. Because of higher security
>levels in Europe and around Melilla and Ceuta, Morocco has evolved from
a
>transit country to one of destination. Europe's responsibility has been
>called upon, as these immigrants are trying to reach the Union. The prefect
>of Oujda expressed his concerns saying that Morocco "cannot resolve
>everything on its own", before adding vehemently that it cannot become
>"Europe's trash bin". The Moroccan Human Rights Association has itself
>expressed concerns about the "barbarian violence" with which police treated
>the migrants, and about the growing "xenophobia" in Morocco towards their
>"sub-Saharan brothers"
>On Monday, the Spanish Foreign Affairs minister, Miguel Angel Moratinos,
>flew to Rabat to talk of the situation and to seek bilateral solutions,
with
>an emphasis on cooperation programs with countries of the Sahel. In that
>regard, he traveled with the Spanish Secretary of State to International
>Cooperation, Leire Pujin. The longer term objective is to involve
>sub-Saharan countries and the European Union , as this problem does not
>involve only Rabat and Madrid.
