Ian,
        I can help to narrow your conditions to cause the comments moving
separate from the component. I did no layer flips. My design is components
one-side.
        I did do normal 'M'ove - 'C'omponent, click and hold until the
component is attached to the cursor, select blocks of components and move,
rotate components, align components ( horz, vert, bottom, left, center horz,
center vert, reduce horiz spacing, reduce vert spacing) with the interactive
placement tool, no auto place, no shoves.

Pretty normal stuff but I can offer the following. I did play with the
interactive placement tool on this design. Previously I have never used the
interactive placement tool and I cannot recall ever having this problem.
Possibly I did have this problem but not to the same extent and therefore
didn't notice the issue.

        Again, I appreciate all the responses. Not having seen this before
and the comments always being hidden didn't lead me to even think of the
comments until others suggested it.
