My Winn2000 does not have pbrush.exe and Protel would not execute mspaint.exe.
Every time I changed the ini file to mspaint.exe Protel changed it back to 
pbrush.exe until
I found the so called reference to pbrush.exe there in the ins file. The 
"just a comment" was
changing the ini file back to pbrush.exe from mspaint.exe. Changing the ins 
file fix this problem.
This is for a Winn2000 os only as far as I can tell.
