Sometimes a scroll bar is hidden when I feel it should be displayed.

If the height of ``Design Explorer'' is reduced below 580 or so pixels,
I expect to see the left-right scroll bar at the bottom of the Design Window,
but I don't see it.

When I described this scroll bar bug to someone, he wasn't able to reproduce it.
Could someone confirm or deny this behavior ? (Is my video card / driver the
only one in the whole world that does this, or am I just lousy at describing
stuff ?)

Let me define a few terms: when I start the program ``Client99SE.exe'', it opens
a window I call ``Design Exporer'', with a big grey area framed by various
menus, tool bars, and status bars. Then when I do ``File | Open'' a few times,
for each ``.ddb file'' I open, more ``Design Windows'' appear in that grey area.

Normal, right-thinking people immediately maximize the ``Design Explorer'' (so
the Minimize, Restore, eXit buttons press against the upper right corner of the
screen).
Normal, right-thinking people immediately maximize the ``Design Window'' (so its
Minimize, Restore, Close buttons end up just below the corresponding buttons of
the ``Design Explorer'', a tight cluster of 6 buttons in the upper right corner
of the screen).

Today I was editing a footprint. I tried to resize Adobe Acrobat Reader and
``Design Explorer'' so I could see both at the same time. In other words, so I
could edit the footprint and see the recommended footprint at the same time. (I
keep the ``Design Window'' maximized, so there's still a tight cluster of 6
buttons, but now they're halfway down the screen. The PDF file covering the top
half of the screen).

If the height of ``Design Explorer'' is reduced below 580 or so pixels,
I expect to see the left-right scroll bar at the bottom of the Design Window,
but I don't see it.
(When I stretch the Design Explorer window above 600 or so pixels, that scroll
bar re-appears).

I think this same bug occurs when I shrink Design Explorer, no matter if I'm
editing a schematic, schematic symbols, PWB, or PWB footprints. (The bottom
scroll bar appears correctly when I edit a ".txt" file embedded in the ".ddb").

Work-around: Print the PDF file on paper. Keep Design Explorer maximized.

In case this is video driver related, I have a Janton Trio3D/2X video card
running under Windows98se.
