Tim,
        if the RESPACK1 symbol is of the style you want (I don't use Protel
libraries, they're deleted from my system) then use it as a starting point.
I hope that this is what you want.

Make a new component in a personal library.
Add parts to that new component until you have 4 parts.
Open the ResPack1 component.
Copy the first four parts of it into your new 4 part component.
Fill in the various footprint details, other fields and give it a name.

Should take about 2.5 minutes max. if you are comfortable with what you are
doing.

If the footprint for the RESPACK1 is what you want as well, copy it and then
delete the 4 highest pins and adjust the silkscreen.

Less then 5 minutes start to finish.
