P99SE support single layer keepouts.
You can enter these in two ways:
1) Place|Keepout and then choose the entity type
2) Place normal entities on the layer of interest and mark the Keepout
attribute.
From memory you can use fills, tracks and arcs as layer specific keepouts .
(Can poly pours be marked as a keepout I wonder - since it is a low level
attribute of the all PCB objects it may be possible to write a server to
mark all the poly tracks as keepouts - I wonder if it would work and why
one would want it.)
