Back to the topic at hand. It is quite strange that an open project
does not have a public VCS.

I suggest using github. Most developers know it now, and github offers
a svn interface too. The github website is very nice (as is bitbucket)
and not as horribly slow and difficult to navigate as launchpad (i.e.
bzr).
