Here's something I've come up with -

Informal requirements of FT (all mashed up in one list atm) -

1. FT will be powered by GNU/Linux distro.

2. User should be able to download Foss software.

3. User should be able to burn the Foss softwares to a CD/DVD disc.

4. User should not be able to shut down the Foss computer (physically,
through security breach or any other means which includes stealing FT).

5. User should be able to make a request to download Foss software if
not available in the local repository.

6. FT should be able to download the updates of the latest and new
softwares at periodic interval.

7. Every allocated FT should have certain number of admins allocated who
looks after it (both physically and through updates, install etc..)

8. FT user interface should be able to read user input via touchscreen.

9. FT cabinet and the machine should have cooling mechanism in place.

10. FT should be fun to use through intuitive GUI design.

Unfortunately at this stage, FT only has fossians as the driving
force of its application which IMHO the businesses in Nepal are
not yet aware or willing to donate/fund.
A simple scenario; M-commerce as we all know works by having 3 key
drivers 
1) Users 
2) Technology companies 
3) Business companies.

But, since 2) and 3) are still far to realisation, IMHO using parts from
donation would be a great idea for a start.

<deep thoughts>
However well understood by fossians, it's important to note that FT will
not be a "money" making machine by any means. Fossians are not to be
swarmed into thinking that would be the case otherwise. We are not
seeking profit from the Freedom Toasters that will be allocated at
various places around Nepal. What we are seeking is the educational and
pure passion about technology (and foss technology in particular)
that can be generated amongst fossians and all general nepali people by
using Foss software. And amongst all good things that are there,
fossians who are into technology will learn a great deal by involving
themselves into design, implementation and maintenance of FT. :)
