I dont think Developer Works is not a newsletter of sorts, if you are
thinking that way. Articles can be generally read even by unregistered
users.
To download some redbooks and some other stuffs, they ask for the
password. That's all I've needed the id for so far. And also, if you
want to participate in any IBM contests or activities.
That kind of registration can be done in this page :
http://www.ibm.com/developerworks/
On the right hand column, about 2 inches from the top, there a small
link "Register".
