I'd say the question isn't invalid. Rather they need to
allocate their time & budget (for 2/3 person team or more if that can be
afforded). The team needs to manage their IT infrastructure. The
question itself "which distribution is good enough" can be answered by
they themselves. We can only advise and ponder. 

If in a state that they can't decide which distribution
is good enough for them, give them all the distributions (Ubuntu, Nepalinux and 
Fedora) to play around and see it for
themselves so they know exactly what they want. If they fail to decide
even then, than I'd say they should chose Nepalinux because Nepalinux
developer team is closer to home and in the case of trouble arising in the
distribution, they can contact Nepalinux team and get help ASAP. But I
am by no means a capable person to speak on behalf of Nepalinux devel
team. Just a thought.

Also, note that Nepalinux could possibly base it off
Ubuntu/Debian(Fully i.e., -possibly- ) in future so, that means the whole 
expertise of Debian/Ubuntu universe from mailing list/forums/irc that they can 
use. So, that means they have better information about their system and how to 
manage their system.

But the government "do" need a *team* to manage their system. I mean if a linux 
geek sees a job ad "hclit calling for all linux geek in the country" or 
something, which linux geek would have the guts to not apply for the job? Tell 
me. :)
