What coverage of IPR you want to include?
Government, Public (Exclusive Government)or private industry?

1. General methodology
2. Limitation of Rights and Permissions
3. licensing policy
4. disclosure required of a product
5. control the technologies or sharing the technologies?
6. advance standards of PR in general which is not mentioned in this paper
7. Security Considerations and no IPR

If you are agree that the IPR should handle these things you can share
with me for co-writing.

Regards

Laxmi Prasad Khatiwada
