Dear all
Increase of knowledge and expertise among the civil society, organizations in
order to enable them to engage effective ICT processes at national level, - How
can ICT be used to improve public access by the government in areas of
government responsibility, - Issues and process of national consensus on key
policy and plan and general agreement on development process, -is must
necessary.
With involvement of sectors like political parties, private sector, and civil
society, an ICT-led extensive national counseling meeting should be held with
the initiative of FOSS Nepal.
Before declaring the agenda to discuss with these sectors we have to find out
the national agenda for ICT activities.
To achieve the goal of ICT we, the nation must have to do or follow some
concrete set of guidelines.
So it will better to collect and filter some of the proper agenda first.
Please add one or two per person. After filtering we can pick up some concrete
ideas.
I don’t have the idea how to exactly categories these components.

a. Encoding standard
b. Input method standard
c. Data conversion
d. Database structure
2. Content development (any content, public, private or industrial –which
are electronically compatible )
a. Encoding standard of content
b. Content source and content screening
c. Content filtering
3. Database development
a. Encoding standard of Database
b. Database structure, formatting standard
c. Platform and reduplication of same job
4. Localization and internationalization
a. Language localization
b. Language computing
c. Dictionary development
d. Machine translation
e. Localization other than Nepali
5. Education and training
a. Patent, trade and copyright
b. Copy left and public licensing
c. Technical awareness and FOSS philosophy
d. Formal education, curriculum and FOSS (public licensing)
6. Media and publicity
a. Policy and approaches to spread the ICT concept in grassroots level
b. Content of ICT for mass media
c. ICT awareness and public welfare advertisements
These are the turmoil of my mind about the national level thinking on ICT and
we have to do or can do advocacy as well as some sample works via FOSS
community in these issues.
