Problem In web-server. Normally ISP's does not filter the URL until and unless Gov. asked for it. what will happen, All ISP's are running Proxy server here. so lots of request hit the web-server from 1 IP address ( Proxy server). due to this web-server may block (autometic or manually) the Proxy's IP. Solution:- Ask the Proxy Admin's to contact the web-hosting company and ask them to increase the hit count of proxy's IP. or you can contact directly web-hosting company and ask for this. B. DNS related issue. while changing the web-server, DNS may not updated in perticular ISP. Solution:- you can use dig the web server using ISP's(dns server of the isp, where you have found the problem) dns server and other ISP's(From there web-site is opening) dns server. if you found the diefferences in A records. then contact the ISP's people and asked for update the DNS records. C.
