In case you're Googling, you want the term 'depends' and 'rdepends' 
instead of 'related' (might yield you better results).

Have you tried http://keryxproject.org? Give it a go and see. I haven't 
tried it formally but maybe you could get ahead with that project.

Also try:
$ apt-cache depends <packagename>
$ apt-cache rdepends <pcakagename>
to see all the packages that depends/reverse on a particular 
<packagename> so you need to grab and install them (and their 
r/depends!) before proceeding with <packagename>. AFAIK, aptoncd so far 
(from what I've heard) is suppose to make it easier but formally I have 
no idea as I have never needed it.

Mitra ISP also maintains an Ubuntu repository if you're interested (Not 
that this might help but just FYI :)
