This is a problem with the console itself. They aren't designed to render
devanagari in the desirable format.
Me and a friend (Sushil Shilpakar) tested it in both gnome and kde. While
gnome-terminal is written such that उकार, एकार can be rendered properly
whereas आकार, ओकार seem to have problem. KDE-Konsole worked the other way
round. It rendered आकार, ओकार properly and had problems with the other set.

I guess it will be problematic for sometime unless someone fixes the code to
take the working components from gnome and kde and integrate them both.
