I think the main challenge in organizing a competitive competition is to get to get to the target group and inform them as early as possible. For this as you know, you need to promote the campaign as early as possible. For this, i would suggest you put some samples of questions that will be asked in the competitions. Question formats helps participants anticipate questions and prepare accordingly. Go and put flyers and pamphlets to as many colleges as possible as early as possible!!! spread the word.. I guess the hard part will be to strike a balance between challenging the hardcore programmers and starting programmers. For example, you can refer to topcoder.com's Single Round Matches (SRMs). Also, may be you should keep some section where you can tell the participants about FOSS, may be someone from FOSSNepal can come up to the competition and explain a bit about the things happening in and around FOSS circle here in Nepal.
