You guys are from windows background, right?
Well, there's application called Terminal in OSX (or if you prefer, there's 
xterm for x11 too) . Terminal supports almost many unix commands. And if you 
need GUI tools, you can opt for network utility inside applications>utilities. 
But you should note that unix command's syntax are different from windows one, 
for e.g. ifconfig instead of ipconfig (interfaces are referred as enX instead 
of ethX in OSX),  and traceroute instead of tracert.
