First check if Hardware requires Proprietary drivers from System>Administration>Additonal Drivers and if needed install it. Some of the DELL's wifi requries Proprietary drivers. Conform the block using sudo rfkill list If its still the Hard block try to check the BIOS settings. Last but not least Fn+F2 or F2 don't miss it!
Try to post sudo lshw if you have hardware related problem it will be helpful.
