why not. near you there is lumbini engineering college students who are running a club called Logic (You can find fb page as well). There are no terms and condition from FOSS Nepal except "Create Share and Collaborate". Just form a group and organize your training session of your own regarding how to use and utilize foss tools in innovation and study.
