Thanks Prakash for the minutes. For the "Why Not" section, which lists valid and required sub-portals, we also need to ensure there would be enough volunteers running and supporting those portals. To have those portals means an investment of resources, and if no activity is being done on those, it would be of no use. This has been a problem since long - it is exciting of thinking of having such portals but disappointing to see no one working behind it. So plan accordingly.
