Help Nepal Network (HeNN) also establishes e-Library in different parts of Nepal. They aim to establish e-Library in all 75 districts of Nepal. I think they have reached 17 Districts. You can contact HeNN for their facts, data and information. All I know about HeNN's e-library is that they use Linux Terminal Server Project.
