Open data is a database. Database is the source of code. Metadata is the
source of Database. Can we talk about Metadata store, Metadata standard,
Digital archiving of metadata, etc.

Reduplication of job is being done each and every Government body, NGOs,
company,  etc.
Suppose we have a metadata templates for web designing.  A ministry,
Department  or a similar company can use the stored metadata templates to
save investment and protects reduplicating the same job in other company.

Can we talk about an authorizing body of metadata for Nepal ?
Is it viable for Nepalese context ?
