I don't know any concrete strategy of our community but we always promote and support the college students when ever they want to do anything related to FOSS. In my experience, some colleges have the FOSS communities in their college (IOE, Amrit Campus, NCIT, KU, Kathford....) they are not actually direct wings of FOSS Nepal, but we always collaborate . Even in out side valley, there are some FOSS communities and activites in cities (Pokhara, Chitwan. Hetauda, Butwal, Jhapa, Dhangadi) and with in their resource they use to do activities there... you can even check in wiki. And you final question about involvement of student from outside valley.... may be we can use the online platform, like Etherpad, IRC, mailing list for discussion .... with your requirement i am sure there will be some FOSSians.
