Free DOS is Operating System , which is Free and Open. Free DOS is it is FOSS replacement of MS-DOS and doesn't include any GUI by default.
"can i use it like any other OS ?" - You can run any DOS program and access FAT32 File System. But I don't know why you would want DOS like OS in your computer .
