Numerous libraries are available for interacting with Twitter API. I have once used Tweepy(https://github.com/tweepy/tweepy) for a small task. It's easy to get started. Have a look at Streaming API reference and filter it by language as described in https://dev.twitter.com/streaming/overview/request-parameters#language .
