The Fossil web interface has many pages that are difficult to find.  We
should not be cluttering the (default) menu bar with new and seldom-used
links.  But perhaps it would be nice to have a "site map" page someplace
that provides links to many of the more obscure web pages currently in the
interface.

Example of pages that might be hard to find:

(1) List of all Wiki pages: https://www.fossil-scm.org/fossil/wcontent
(2) Repository stats: https://www.fossil-scm.org/fossil/stat
(3) Pending moderation requests: https://www.fossil-scm.org/fossil/modreq
(4) CGI environment test: https://www.fossil-scm.org/fossil/test_env
(5) Activity reports: http://www.fossil-scm.org/index.html/reports
(6) List of interfaces: http://www.fossil-scm.org/index.html/help(7) Open
leaves: https://www.fossil-scm.org/index.html/leaves
(8) Hash-color test:  https://www.fossil-scm.org/index.html/hash-color-test

And so forth....

Not all pages are accessible without proper permissions.  Presumably the
sitemap page would omit or gray-out links to inaccessible pages.

UX experts:  Is this a good idea?  What should the sitemap page look like?
Where should we put it?
