I do not know how mail-archive gets is messages. The working archives URL for fossil-dev is http://mailinglists.sqlite.org/cgi-bin/mailman/private/fossil-dev/. If it was pulling from the archives then it most likely broke as the old archives domain was sqlite.org:8080 and has been changed to mailinglists.sqlite.org.
