Right, I saw the commit and confirm it's better now, but I have a new
report with the above URL:
/reports?type=a&view=bymonth&u=drh&user=andybradford

Selecting a different user from the drop down does not de-select the
current user nor does it combine current user + new user.

Maybe this is expected behavior.
