How about if 2.3 just doesn’t contain the Unicode 10 stuff?  Release it as-is 
on its birthday, with all features available by the code slush date, then 
release Fossil 2.4 later against SQLite 3.20.x or later.

I don’t find myself chomping at the bit to get Unicode 10 in Fossil.  I think 
it’s one of those things that is nice to have eventually, but it isn’t blocking 
my work.

There’s plenty on trunk already to justify a 2.3 release.
