There is nothing in principle that would prevent such functionality from being added. But on the other hand, no such functionality currently exists.
Notice that the issue is complicated by the fact that ticket changes can occur on disconnected systems. When are the emails sent? When the disconnected system syncs with the server that is doing the emailing, perhaps?
