Greetings,

In pondering the creation of a significant amount of new code to implement
another license scanner as well as buckets, I see great utility and benefit in
having a standard set of compile-time flags to be used for various functions,
such as enabling function tracing and other debug features.

Is there such a current set currently used in the C code of FOSSology? If not,
do other open source projects have one we could use as a starting point.
Especially when development and troubleshooting is shared among team members,
it seems like some well-defined conventions here would be a good idea.

Beyond even that, a standardized error handling and reporting facility seems
advisable as well.

Thoughts?
