- implemented them in fossology.  The reports show you things like what
files have changed between kernels (or any package versions).  When
implemented in fossology, we will  

-also show things like "what licenses have changed between versions".   Does
this sound like it will meet your needs?

Yes, this really sounds like it would do it! Getting the changed, new and
deleted files separately out is important, because it allows you to verify
the process and understand how the "what licenses have changed between
versions" works. (I assume Fossology determines somehow, for each changed
file, which is the original file, or if it is a new file - probably not an
easy task every time - and then, if the license information is different
between these files, the difference is shown. Then files could of course
have been deleted, too.)
