The instructions I used before were the following which worked in 1.0.0.  
 


Place your file under /usr/local/share/fossology/agents/licenses/.

Run 'sudo fossinit'. The ”…” sequence indicates that the licenses are being 
installed.

Using fossinit to to rebuild License.bsam seems like a terrible idea.  We used 
to have a mkcache script to recreate License.bsam but it looks like it has been 
replaced by something and I don't recall what.


I need to look into this, update the wiki page, and get back to you.
