Yes, I see it in the output of fossinit -v.

/var/lib/fossology/agents/License.bsam is there, with correct (new) time
stamp and permissions.

I've done that. I've even rebooted the machine for good luck, but that
didn't help either.

Let me know if you can think of anything else to check.
