This snapshot of the scheduler status only says that clear1,2,3,4,6 are all processing and that you are running the scheduler on clear5. I don't see anything wrong.
The bsam engine is very cpu and memory intensive. How much memory do you have on these machines? At least 2 GB I hope. Why do you say that licenses are only being processed on clear1? Did you do a ps on each machine? Also, these are large files, something that the bsam engine is not particularly good at (it's very slow on large files).
