There is a maximum upload size in you php.ini file (I have mine set to 1024M).
/etc/php5/apache2/php.ini:

; Maximum size of POST data that PHP will accept.
post_max_size = 1024M

I've got deeper into this. The files I've uploaded previously were all tarballs 
less than 1MB in size. Today I was trying to upload tarballs 18 - 26MB in size. 
It's just the big ones that won't upload. Small ones still upload fine.

But 26MB is still nowhere near the documented 650MB limit.
