For your needs, I changed fo_copyright_list(one cli command) in git 35d703 
today.
Implement your needs from UI is little complicated, So did not implement it.

Do you know how to use fo_copyright_list?
Let me give you an example:

1)      update your source code with git pull in ./fossology/src/cli or 
./fossology/, make install.

Or install/upgrade your fossology with up-to-date packages in 
http://www.fossology.org/nightlybuild/2.6.0/current/ 
(please<http://www.fossology.org/nightlybuild/2.6.0/current/%20(please> make 
sure those package includes my commit).

2)      Upload the package/archive your want to detect, if you have already 
upload it , ignore this step.

3)      Run fo_copyright_list -u 4 --user fossy --password fossy -x -1 get one 
file list  without copyright

Hi Mark,
There is a pull down on the top of the copyright browser that lets you select 
all files, or only those files without a license.  There is no choice for files 
with no copyright but that could be added.   To get this feature you can:

1) add an issue to our issue tracker
2) let me know and I'll do it for you
3) supply a patch

The other option, if you have access to the fossology server, is to use 
fo_copyright_list to output the results to a text file.
