I did like the general principle of the original statement that there should be
some formal interplay between the foundation and chapters. Where I come from,
charitable organisations are required to send a yearly report (or two, if a
charitable company). This contains financial information, auditing info, and
suchlike. Would it be possible to (or is it already done) require that chapters
also forward these reports to the foundation? I assume a similar regulatory
process exists in most countries.
