Decentralization would be possibly maintained if grants were unrestricted ones. But this is not what is being done. Grants are restricted. When chapters used to fundraise themselves, they had the power to decide their programs, as fit an organization that is independant. Chapters are losing that power. From the moment Wikimedia Foundation gives grants according to specific projects they approve or do not approve, they actually decide what the chapter does or does not. Chapters are being centralized. I don't know how we can be more clear on that.
