That's why Johannes Schmid mentioned openSUSE Build Service. While the name is somewhat misleading, OBS actually builds packages for a number of distributions including Ubuntu and Fedora amongst others. And as it is open sourced, you can install your own instance of OBS rather than using the one hosted by Novell. This is what several organizations, including Linux Foundation have done.
