No, feature proposal is only about platform-wide features. That's why

said "discuss new platform-wide features". :)
You're not expected to discuss every single feature of your module in
public.
That's also why the 3.7 schedule had two related items:
* End of new feature proposals period for 3.8 (in 10/2012)
* Feature Freeze: new functionality is implemented now (in 02/2013)
Same plans for 3.9, but if the language could be improved and be more
clear, ideas are welcome.
