It seems your healthck is indeed failing which is causing the port flapping. Check out this discussion on Brocade's ADI community http://community.brocade.com/home/message/6528#6528 to confirm that. i.e recommendation to use "no server no-fast-bringup" command to ensure all healthck's pass before declaring port is up.
