connect the vcc pin to 5v, not from tty because this IR receiver need 5v and 
tty output ar 3.3v in output.(and it isn't good work connect vcc pin of any ic 
to a pin of an other ic's output pin )
4.7 uF is needed for stability.
You can connect directly output pin to tty because foxboard is 5v tollerant.

I woud like to use something likt this IR circuit for a event trigger via tty 
interface



Could this be used vs any of the ttys?

Should I use serial conveter for levels or could I connect it stragith vs 
+5/GND and RX data ?

Do I need a 5v regulator ?
