If your using the cheap adhesive that comes with most eyelash products
at Walmart. Than put it on before. Its doesn't stick very well.
If your using I believe its called "Duo" waterproof eyelash adhesive,
you can apply it after. It will still hold.
I personally put my freaky contacts in, than put my fake eyelashes on
than do my makeup.
As for the feathers. I have seen Eyelash adhesive and Makeup Latex
used.
Of course you would test your model on the inner arm by putting a
small spot of Makup Latex on first. Leave for an hour and check.
