Wendy is right on target with her pricing for her area and her level of experience and quality of work.
I'll assume and knowing the seasoned pros in the northern CA bay area I say it is appropriate for a new painter with less experience, quality and skills to charge less. In fact it is keeping within professional protocal to do just that. However, in Wendy's area there are both painters who are unskilled and those folks have always been around and always will be - you try to eductae them and your market......... Now, now there are skilled in the business a year or two+ who are directly marketing themselves to undercut the seasoned professionals, some who openly state they are doing just that. If you are a painter who reads the fourms we all do, comes to the events we all do and then mindfully sets out to bash seasoned pros and undercut their established fair market rates - you then are a vampire whilst networking with us.
