Trashed and rebuild from fresh svn.  All is well.
Error may have been permissions corruption?

That probably means that the directory powerpc/units/powerpc-darwin does not exist. It should be automatically created by the Makefile (at least the units/powerpc-darwin part) if you use "make all" in the fpc dir or "make cycle" in the fpc/compiler dir.
