What is the purpose of the tlibrary3 test: http://www.freepascal.org/cgi-bin/viewcvs.cgi/trunk/tests/test/tlibrary3.pp?view=markup
It does not compile on win64, because there is no unit initc, because there is not cygwin.dll for win64.
